Animal lovers seeking to create an nonprofit organization that rescues and cares for animals must reach out for help to accomplish the task. The problems associated with organizing, fundraising, construction and filing for tax exemptions require the expertise and initiative of many people. However, those who consider the opportunity to assist animals worth the physical and mental challenges begin by simply reaching out to their friends and neighbors. If enough community support exists, overcoming the initial challenges is easier.

1. Call friends, community leaders and local animal shelters. Ask about the community's needs and whether the animals in the area require assistance greater than what is currently in place.
2. Recruit passionate individuals who share a love of animals and free time to devote to your cause. Look for people with a variety of complementary skills such as legal expertise, access to fundraising opportunities, media connections and experience caring for animals. Form a committee that may eventually become a board of operations.
3. Develop a mission statement which justifies your existence to the community. Ask your committee for contributions and feedback. Write this statement and an explanation of your animal rescue's goals into an official articles of incorporation document.
4. Open a checking account or PayPal account for the funds that you and your committee members collect to pay for the animal rescue's start-up and operations.
5. Hire an attorney or rely on your own legal research and file the necessary forms with your state's government and the IRS. The IRS requires a 1023 application for 501(c)(3) tax exemption status and most states mandate that newly formed nonprofit organizations file paperwork with the Secretary of State's Office and state tax agency.
6. Construct or purchase facilities to fulfill the purpose of your animal rescue. Purchase necessary equipment and train volunteer staff.
7. Contact print and broadcast media to announce the existence and services of your animal rescue. Partner with shelters and other animal welfare centers in the area. Use social media to further publicize your nonprofit.
