Catfish farms in Florida need aquaculture certificates to operate legally.
To breed and sell fish in Florida, you need an aquaculture certificate of registration from the Florida Department of Agriculture and Consumer Services. You need one if you have an aquafarm that breeds food fish, a shellfish farm in a leased public submerged area or if you breed and sell aquarium fish. The certificate is good for one year.
Instructions
1. Obtain an aquaculture certificate application form and a copy of Aquaculture Best Management Practices Rule. You can download these from the Florida Department of Agriculture and Consumer Services website or contact them at:

2. Read the Best Management Practices rules as they apply to your particular fish breeding business. The rules are about making sure your business doesn't negatively affect the environment.
3. Fill out the application form using either a typewriter or ink pen. It asks you to describe your facilities and list the species you intend to produce. Remember to sign and date the bottom of the first page.
4. Mail the completed form and certification fee to:
