If you would like to start a Kennel in Oroville, California, you will need to submit a special permit called a Use Permit to the Oroville City Planner's Office. The Use Permit application is used to evaluate the business' (in this case the Kennel) effect on the community in the areas surrounding the business. Along with the Use Permit application, applicants must submit their building design or proposed architectural plans and any other documentation related to the operation of the business. Once received, the City Planner will evaluate the effect on the community of the kennel including elements such as potential odors, noise, dust and drainage. Submitting a Use Permit can be very expensive and as of June 2010 the application fee for to submit a Use Permit is $1,960.77. In addition to the application fees, you must have already established where the business will be located and commissioned site plans for the location. Verify with the City Planner's office that your location is zoned for a kennel, as kennels are only permitted in select commercial and industrial zones.
